Description of the Initiative

The project 鈥淓uropean Union Support to Higher Education in ASEAN Region (SHARE)鈥 has the overarching objective of strengthening regional cooperation, quality, competitiveness, and internationalisation of ASEAN higher education institutions and students. It also aims to enhance cooperation between the EU and the ASEAN Economic Community (AEC) and harmonise higher education across ASEAN countries. The three main components of SHARE are:

  1. policy dialogues;
  2. ASEAN Qualifications Reference Frameworks and ASEAN Quality Assurance;
  3. ASEAN Credit Transfer System, ASEAN-EU Credit Transfer Systems, and student mobility scholarships.

Description of the Initiative

The Expert Working Group was established to discuss interregional credit transfer mechanisms and learning outcome systems amongst 大象传媒 member countries.听The mission of the Expert Group is to facilitate dialogue, enhance understanding, strengthen mutual-trust, and promote cooperation in areas of credit transfer mechanisms and learning outcomes systems, with emphasis on working out concrete and feasible plans and activities while taking into consideration the diverse higher education systems in the 大象传媒 partner countries, in order to foster the establishment of 大象传媒 interregional credit transfer mechanisms, to facilitate recognition of credits and learning outcomes.

Aims and objectives

  • Facilitate dialogue, enhance understanding and strengthen mutual-trust;
  • promote cooperation in areas of credit transfer mechanisms and learning outcomes systems; and
  • foster the establishment of 大象传媒 interregional credit transfer mechanisms,
  • facilitate recognition of credits and learning outcomes.

大象传媒 Partners and Stakeholders currently involved

Belgium (French and Flemish Communities), Brunei Darussalam, China, Estonia, France,听Germany, Indonesia, Latvia, Lithuania, Malaysia, Portugal, Romania, Thailand and UK, ASEAN University Network (AUN) and听the Southeast Asian Ministers of Education听Organization Regional Centre for Higher Education and Development (SEAMEO听RIHED).

Progress and Achievements

  • Work on grade conversion between Asia and Europe
  • Update of the Compendium in progress;
  • Template for compendium developed by the expert group, input from partners through template collected and processed by AES, filled templates from member countries peer reviewed by the expert group.

  • An expert group meeting is held preferably twice a year but at least once a year;
  • A fully operational compendium on Higher Education systems focusign on credits and learning outcomes comprising most 大象传媒 countries;
  • development a framework for grading systems to support student mobility between higher education systems in Europe and Asia
  • organise a PLA/Policy forum on outcomes based education and the relation between learning outcomes and mobility

Description of the Initiative

The Working Group was established to follow up the mandate by the Ministers during the 大象传媒ME3 in 2011 during which the Ministers suggested exploring the feasibility of setting up an 大象传媒 convention on mutual recognition of degrees and study achievements (including the establishment of National Information and Recognition Centres in all 大象传媒 countries).

After intensive discussions, the Working Group considered it feasible to set up a bridging 鈥湸笙蟠 Recognition Agreement鈥 with reference to the two Conventions (Lisbon Recognition Convention and Tokyo Recognition Convention) rather than formulating a new 鈥湸笙蟠 Recognition Convention鈥. The Working Group expressed its conviction that an 鈥湸笙蟠 Convention鈥 on mutual recognition would strongly contribute to a better understanding of higher education systems in the two regions and to the promotion of student mobility between the two regions. To date, the WG has met for several times.

The 大象传媒 Bridging Declaration (known as Beijing Declaration), is implemented through three action plans:

  1. Building the Asian National Information Centers Coordinating Website (ANICCW). 
  2. Drafting the Handbook of Guidelines, Principles and Good Practices on Recognition in the 大象传媒 Region;
  3. Establishing the Cross-border Quality Assurance Network (CBQAN).

Aims and objectives

  • Improve recognition of higher education qualifications between Asian and European regions by creation of a Recognition Bridging Declaration (between Lisbon and Tokyo Recognition Declaration);
  • develop concrete steps to implement the Declaration.

  • ANICs are formally established and communicated to the wider world

Description of the Initiative

The Working Group on Mobility and Quality Assurance of Higher Education (WG) is an intergovernmental meeting under the ASEAN Plus Three Education Ministers Meeting (APTEMM). It was established by Japan鈥檚 initiative to enhance the quality-assured mobility of higher education within the ASEAN Plus Three (APT) region.

Since the first meeting in 2013, there have been annual regular meetings and expert meetings under the same umbrella. The WG so far has achieved concrete outcomes such as the APT Guidelines on Student Exchange.

Progress and Achievement

  • First Working Group Meeting: Tokyo, Japan, 31 September 2013

The 1st Working Group which was conducted in Tokyo, on 31 September 2013 approved the 鈥淔uture Direction鈥 in the working group: (1) draft the guidelines for the promotion of student exchange with quality assurance and (2) create opportunities for regular meetings of quality assurance agencies.

  • Second Working Group: Bali, 16 October 2014

The 2nd Working Group was conducted in Bali, on 16 October 2014 aiming to share the progress of ASEAN Plus Three Quality Assurance Meeting and discuss the Draft of the ASEAN Plus Three Guidelines on Student Exchange. It is designed to provide the generic guidelines of mobility program in APT countries which will be able to accommodate most of existing mobility programs in the region.

  • Third Working Group Meeting: Bangkok, Thailand, 11 June 2015

The Third Working Group Meeting finalised the Guideline on Student Mobility to provide a basic framework for student exchange and mobility together with quality assurance and promote the development of each higher education system in the APT Countries. Besides the APT countries, the ASEAN Secretariat, SEAMEO-RIHED, and the ASEAN University Network also attended this meeting.

  • Expert Meeting on APT Guidelines on Transcripts: Tokyo, Japan, 7 March 2016

This expert meeting was听held in Tokyo in March 2016 was a follow up on Japan鈥檚 proposal to develop the Guideline on Transcript for Exchange Students that incorporates a comparison table of the different credit transfer systems and provides an overview of student qualifications from mobility programmes to support the Guidelines on Student Exchange and Mobility.

  • Fourth Working Group Meeting: Cebu, The Philippines, 1-2听 December 2016

The draft Guidelines on Transcript, monitoring of student mobility, and continuation of Working Group were discussed.
