Description of the Initiative

European Centre for Development of Vocational Training (Cedefop)’s and UNESCO’s are jointly developing an international handbook on defining, writing and applying learning outcomes. Given the growing importance of learning outcomes in international education and training policies, the process involved in preparing the Handbook (2019-2020) allows for a closer dialogue and cooperation between international experts (including from Asia and Europe) in this field. The final product (due end 2020) will support a more consistent use of learning outcomes, a necessary condition for increased international transparency of qualifications.

Description of the Initiative

This two-volume publication gives an update on the national qualification frameworks around the world. It provides information on national and regional developments as well as selected themes. It is the result of collaborative work between Cedefop, ETF, UNESCO and the UNESCO Institute for Lifelong Learning.

Through the ´óÏó´«Ã½ Education process this publication is being promoted to use in all ´óÏó´«Ã½ Partner countries and an updated version is being presented during each Ministerial meeting.

Description of the Initiative

The (´óÏó´«Ã½ LLL Hub) is an official network for university cooperation in Lifelong Learning Research between Asia and Europe since 2004.

The timeline below provides an overview of the milestones in the history of the ´óÏó´«Ã½ LLL Hub.

The ´óÏó´«Ã½ LLL Hub’s operation is part of the ´óÏó´«Ã½ Education Process and is currently chaired by and hosted at the Chulalongkorn University, Bangkok, Thailand and funded by the Ministry of Education (MOE) and the Ministry of Higher Education, Science, Research and Innovation (MHESI) of the Kingdom of Thailand. The Hub brings together researchers in clusters and networks, organises conferences, like the Global Lifelong Learning Week, promotes collaborative and comparative research on lifelong learning and disseminated research results.

The ´óÏó´«Ã½ LLL Hub is advised by an International Advisory Council composed by ministries of education and flagship international organisations, chaired by Kazakhstan and co-chaired by Italy.

´óÏó´«Ã½ LLL Hub Regional Centres for Promoting Lifelong Learning in Central Asia, South Asia and Europe contribute to further regional and interregional cooperation and initiatives.

From 2019 to November 2025, the ´óÏó´«Ã½ LLL Hub was hosted by the University College Cork, Ireland supported by the Irish government, especially the Department of Education & Skills and the Department of Foreign Affairs & Trade. From 2005 to 2018, the ´óÏó´«Ã½ LLL Hub was hosted by the Aarhus University Denmark and funded by the Danish Ministry of Foreign Affairs in cooperation with the Asia-Europe Foundation (ASEF).

The initiative is ongoing and has recently been taken over by the Chulalongkorn University, Bangkok, Thailand.

The ´óÏó´«Ã½ LLL Hub, considered one of the largest international networks of researchers, was officially transferred from Ireland to Thailand at the ´óÏó´«Ã½ 1st Senior Officials’ Meeting (SOM1) in Bucharest, Romania, on 18 November 2025. Prof Wilert Puriwat, President of the Chulalongkorn University was announced as the Chair of ´óÏó´«Ã½ LLL Hub. The Thai Secretariat of the ´óÏó´«Ã½ LLL Hub at the Chulalongkorn University aims to maximise the direct benefits for Thailand and the community in Asia and Europe over the term of Thailand’s stewardship.

The is aligned to the ´óÏó´«Ã½ Education Strategy 2030 and global targets for lifelong learning and sustainability.

The ´óÏó´«Ã½ LLL Hub functions within the the ´óÏó´«Ã½ Education Process (AEP) and works in partnership with the Asia-Europe Foundation (ASEF).

Description of the Initiative

UNESCO Institute for Lifelong Learning contributes a set of animated video tutorials to support cities in the process of implementing lifelong learning to the ´óÏó´«Ã½ Partners. The tutorials consist of seven infographic animation videos for cities to enable them to become centres for lifelong learning. In addition, UIL has developed a thematic video tutorial focusing on education for sustainable development (ESD) – how ESD can be integrated in learning cities. The tutorials were showcased during the two weeks of the International Capacity Building Workshop on Lifelong Learning held in Shanghai in October 2018 which was targeted at policy-makers from Vietnam and Indonesia. The Ministers acknowledged that the tutorials support the reinforcement of the cooperation between the national and local levels of European and Asian countries as well as among cities by focusing on how lifelong learning can be implemented at the local level.

UIL is also developing a set of seven training modules to support cities in the process of becoming learning cities. The objectives of the training modules are to help project leaders and stakeholders in cities understand the concept of a learning city, and to facilitate learning city project leaders’ efforts to build capacities and provide opportunities for practitioners to learn strategic approaches in building dynamic and sustainable learning cities. The modules will be launched in October 2019 for the Fourth International Conference on Learning Cities.

Both the tutorials and the training modules will be further used to develop MOOCs and to provide training and capacity building workshops in all UNESCO Regions in order to develop Learning Cities and contribute to SDG4. ´óÏó´«Ã½ Partners are encouraged to use these MOOCs for their own LLL Policy developmnent Processes.

Description of the Initiative

In recent years, MOOCs are increasingly being recognized and adopted as a new educational strategy in many countries, amidst social innovations rapidly changing the educational environments and labor demands. Against the backdrop, the Ministry of Education of Republic of Korea has suggested the ´óÏó´«Ã½ Network of MOOCs program during the 1st Senior Officials’ Meeting (SOM1) for the 6th ´óÏó´«Ã½ Education Ministers’ Meeting in November 2016. The program includes the ´óÏó´«Ã½Â MOOC Stakeholders’ Meeting, joint development of the ´óÏó´«Ã½ MOOC contents and degree courses, development of the guidelines for contents development and management, identifying best practicesÌý´Ç²ÔÌýrecognition of learning outcomes and others.

As one of the major tasks for the ´óÏó´«Ã½ Network of MOOCs Initiative, the Joint development of ´óÏó´«Ã½ MOOC contents aims to contribute towards enhancing mutual understanding and regional cooperation throughÌý³¦´Ç-»å±ð±¹±ð±ô´Ç±è³¾±ð²Ôt, mutual use of quality MOOC contents, and their exchanges within ´óÏó´«Ã½ partner countries.  More specifically, the project will focus upon the joint development of three to four MOOC contents by the universities in the ´óÏó´«Ã½ partner countries which are designated by, and in cooperation with, MOOC platform-operating institutions in the region. The priority area will tentatively be those of hospitality and tourism, data science, and language and culture, depending upon the availability of participants and funds. The number of MOOC courses is expected to three to four, all of which will be offered and operated under the title of a credential or degree course as a pilot.

Description of the initiative

The goal is to exchange the best practices on TVET policies in ´óÏó´«Ã½ countries through dialogue, specifically focusing on presenting examples of involvement of industry in TVET planning, education and training process, skills development and international cooperation.
